Residential Licensing (RL)
If you are a Service Provider who is licensed by the Ministry of Children, Community and Social Services (the ministry) to operate children’s residential care (Licensee) or a Service Provider who would like to apply for a licence to provide children’s residential care in Ontario, this page provides relevant information for you.

The Serious Occurrence Reporting and Residential Licensing (SOR-RL) Online Tool
As a licensee, you will need to access the ministry’s Serious Occurrence Reporting and Residential Licensing (SOR-RL) online tool, which manages the end-to-end licensing process for licensed children’s residential care and serious occurrence reporting.
You will need to register and access SOR-RL for any of the following reasons:
• Applying for a new licence
• Modifying or withdrawing a licence
• Monitoring and renewing existing licences
• Uploading supporting documentation for ministry review
• Updating agency/licensee profile information
• Reporting serious occurrences
Before you can access the SOR-RL online tool, you must complete the one-time registration process. A step by step process is required to complete your SOR-RL registration. If you are already registered to submit SORs to the ministry, you do not need to register in order to be able to complete the licensing management processes.
